I had the pleasure of testing this pattern, and it was really fun to do. You can change the look so easily by fabric choices, but for the skirt you do want something with good drape. It is well written and the instructions are easy to follow. There is a tutorial included of how to make hand sewn eyelets too, so you can learn a new skill as well if you've never done them before. I really like how mine turned out. Match it up with Crafty Lil Turkey Eighties Ensemble and you can't go wrong. This pattern is not for a beginner IMO.
